Mozambique Poverty and Environment Initiative (PEI), Phase II

The project is aiming at mainstreaming environmental issues into key development priorities of the country.

What is the project doing?  

This project aims to integrate environmental sustainability into national and sectoral policy planning and budget processes through provincial and district level activities. It supports environmental mainstreaming into development planning processes in provinces of Cabo Delgado, Gaza and Zambezia. The target sectors are agriculture, health, mineral resources, energy, public works, and tourism.

How is this being achieved?  

The overall approach of the Poverty and Environment Initiative is to focus strategically on supporting the mainstreaming of environmental issues linked to key development priorities in Mozambique and hence to achieve significant improvements and sustainable levels of financing for environmental investments.

PEI II seeks to convince key decision makers that environmentally sustainable natural resource use should be a priority for each sector and should therefore be integrated in sectoral project, programme and planning processes.

A number of analytical studies and demonstration projects will be carried out to illustrate the significance of environmental investments for national development and poverty reduction.

Why?  

The ultimate objective is to assist in the implementation of the National Action Plan for the Reduction of Absolute Poverty (PARPA), given the crucial linkages between environment, sustainable resource use, and poverty reduction.

Who are involved?

PEI II in Mozambique is part of the global UNDP-UNEP (UN Environmental Programme) PEI programme. It is implemented by UNDP and executed by MICOA (Ministry for Coordination of Environmental Affairs) under joint overall MICOA – MPD (Ministry for Planning and Development) management. MICOA acts as the lead institution, with MPD providing joint overall management.

Results 2010:  

  • The project has supported MPD in the preparation and dissemination of the Mainstreaming Matrix, a tool for mainstreaming cross cutting issues into sector plans. Particular support was given through MICOA related to mainstreaming environment as one of the total 8 cross cutting issues. The tool has been disseminated by MPD at national level among all sectors and the Mainstreaming Matrix will be incorporated in the normal national planning cycles and will thus facilitate more meaningful mainstreaming of CCIs in national and sector plans and budgets.
  • MICOA has been supported in the preparation of the Environmental Sector Report and Cross Cutting Issues (CCI) report for preparation of the new Action Plan for Reduction of Poverty (PARP), in collaboration with EWG donor representatives. Partially as a result, the PARP strongly recognises the importance of environmental mainstreaming.
  • District planners in 6 districts has gained increased capacity in how to mainstream sustainable development into district plans. 
  • In November 2010 MICOA and MPD launched an environmental economic study to demonstrate the importance of a sustainable use and management of the environment and the natural resources.  
  • MPD, MICOA and sector capacities to mainstream environment have improved: A total of 42 government planners attended a training organised by MPD in order to strengthen mainstreaming of the cross cutting issues in the preparation of PES 2011.
  • Environmental mainstreaming capacities have improved at district level: A total of 100 district planners and technical staff from 6 districts in Cabo Delgado, Gaza and Zambezia received training on environmental mainstreaming and management. 
  • Approximately 90 representatives of local NGOs and CBOs in three provinces (Cabo Delgado, Zambezia and Gaza) were trained on importance of environmental mainstreaming and on lobbying.

Duration: originally  1 year; June 2008 to June2009, extended to the end 2011
