A Prime Example Of Participatory Governance In Mozambique: Preliminary Report On Country’s Self Assessment Within The Framework Of The APRM And In Compliance With NEPAD Goals Submitted to Government

Maputo, March 29, 2008 - The Mozambican Minister of Planning and Development, His Excelency Mr. Aiuba Cuereneia, The National Forum on African Peer Review Mechanisms (APRM) formally handed over the preliminary report on the Mozambique’s self-assessment, within the framework of the African peer review mechanisms and in compliance with the country’s commitment to NEPAD (New Partnership for Africa’s Development).

APRM is an innovative participatory instrument of good and transparent governance, which was signed by a number of African states in a Memorandum of Understanding with the African Union in 2003, and reviews have already been carried out in a various states. With the APRM, African leaders and stakeholders open up for transparent scrutiny of their commitments to reach the development goals jointly identified in NEPAD.

UNDP Mozambique has been supporting the process of the APRM since late 2006. During the formal ceremony, Mr. Ndolamb Ngokwey, the UN Resident Coordinator and UNDP Resident Representative in Mozambique, proudly congratulated the Mozambican government stating that, “APRM in Mozambique proves that the country is open and transparent to its African peers as well as its population, first and foremost by permitting access to the report by all peers and by the fact that the Mozambican population took part in identifying the main challenges to development”.

Mr. Ngokwey furthermore congratulated the research institutions which carried out the evaluation for their valuable contributions, and finalized the ceremony by saying that he was convinced that the constructive spirit could be maintained in the next step, which is the implementation of the national APRM action plan.

UNDP has supported the process by helping the Country in the establishment of the National Forum to oversee the APRM and the Technical Unit to coordinate and manage the operationalization of the process. Furthermore, it is supporting the Country in the overall process of country review and action plan design. Thus, it was within UNDP support, that the Technical unit identified the research institutions through a competitive bidding. In addition to this, a public awareness on APRM and mobilization of civil society at all levels has also been conducted.

UNDP now makes itself ready for supporting the implementation of the National Action Plan. The support for the APRM has been realized in close partnership with DFID, Norway, Germany and France.
