Improved effectiveness of local Government

Previous efforts at strengthening national coordination and management of mine action went through the National Demining Commission (NDC), which was abolished in early 1999. In the same year, the Government of Mozambique established the National Demining Institute (IND) with a mandate to coordinate, supervise and manage the cost-effective execution of a national mine action plan.
The overall outcome of the proposed project is that the AR becomes more effective in conducting its executive oversight function. This includes establishing project management, support, monitoring, and evaluation structures; enabling the AR to carry out effective oversight of the budget cycle; integrating the AR into the approval and oversight process for major national development programmes; and significantly strengthening the AR’s ability to communicate with the public and civil society through improved use of the media and civil society dialogue mechanisms.
The project is a component of the national ICT Policy Implementation Strategy and targeted at developing the human capacities in new technologies. The objective is to create ICT for development specialists, aware of possibilities of new technologies in reducing poverty and in developing the processes of public administration.
This is a Programme designed to assist the Government of Mozambique in implementing the National ICT Policy Implementation Strategy approved in June 2002. The strategy aims at reducing poverty through promotion of ICT in health, education, private and governance sectors and by improving the basic infrastructure to provide universal access to citizens and to narrow down the digital divide.
The project provides Technical Assistance to the Ministry of Science and Technology in the form of an Advisor. Advisor will provide advisory services in the area Information and Communication Technologies, more particularly in integrating ICTs to national plans and strategies, in developing service delivery methodology of the government of Mozambique and in supporting implementation of key government ICT strategies.
The project is funded by Finnish Government under their support to the Education Sector of the Government of Mozambique.
