The strategy adopted in this area is to provide financial and high-quality technical support to consolidate and build on the gains made to-date in helping the Ministry of Planning and Development to gradually build a national PARPA monitoring system which will ensure that all key performance indicators identified in the PARPA strategic matrices are adequately monitored and reported on.
The approach taken is to support MPD to coordinate the M&E system development process at both sectoral and local government levels. This will involve working with the sectors and local governments to ensure that proper mechanisms are in place to produce key PARPA and MDG monitoring data, and validating the quality of this data.
It will also involve the rolling out of a database to all relevant institutions so that they can track their annual plan implementation and PARPA and MDG indicators.
Additionally, the GoM will be supported to strengthen its external aid coordination capacities so as to be able to better source external support and to better manage and harmonize the support once it is provided, thus reducing transaction costs and increasing levels of efficiency in the use of external aid.
The expected outcome is Increased quality of public policy development, planning/budgeting and monitoring and evaluation processes.
The outputs are
1. Sectoral and local government strategic and operational planning, monitoring and evaluation systems strengthened and harmonized to enable effective monitoring of PARPA and the MDGs.
2. National and provincial Poverty Observatories consolidated and regulated.
3. The national budget formulation process (based on MTFF) strengthened (making it more policy and performance-based).
4. GoM aid coordination capacities and processes strengthened.
A Growing Sustainable Businesses (GSB) initiative will be established and will facilitates partnerships within the private sector to support the development of commercially viable business investments that have a positive impact on poverty reduction.
Under the local development focus of the CPAP 2007-09 UNDP will seek to focus the implementation of this work in the three provinces where it is concentrating support. This initiative is part of the wider Trade and PS AWP and is jointly done with EPAU.
The expected outcome is National financial services industry’s capacity to provide commercial financial services to low-income producers and consumers increased.
The expected outputs are
1. A monitorable implementation plan for the National Policy and Strategy for Microfinance adopted and appropriate coordination mechanism created.
2. Microfinance Service Provider’s training capacities developed and training opportunities effectively promoted Microfinance Service Providers.
3. Innovative financial products and approaches (mainly for rural areas) supported.
The expected outcome is that selected ministries, provincial and district governments, and municipalities have effectively mainstreamed gender into their plans, budgets and plan monitoring processes. The 5 related outputs are
An adequate network of local capacity-building facilitators established to support ongoing gender mainstreaming processes in the public sector.
The overall objective is to strengthen Civil Society. The first output of the project will be to have developed a Civil Society Index based on the CIVICUS methodology.
Secondly the project will aim to increase civil society organizations’ capacities to play a more professional role in this monitoring process through their participation in poverty assessments, Governments service delivery assessments and analysis of proposed plans and data for the government-civil society forum (Poverty Observatories) at central and provincial level.
The project will focus on supporting capacity assessments and implementing capacity building programmes as well as sharing experiences with other countries in the region.
The work will focused on central level, working with MPD, MF and a number of prioritized ministries, and at local level with a focus on the provinces of Nampula, Cabo Delgado and Gaza.
A final intervention will support LINK in the revision of the regulatory framework for Civil Society organisations.
