Maputo, 14 April 2007 – A high-level UN Joint Resource Framework mission visited Mozambique April 11-14 to assist the UN Country Team (UNCT) in the initial phase of the rollout of the One UN Initiative in the Country.
Consisting of senior specialists from UNDP, UNFPA, WFP, UNICEF, UNESCO, UNIDO and FAO, the mission also supported the UN Country Team in its review of options for the establishment of the One UN Fund to support the One UN Plan 2007-2009, in line with national priorities. This is the first ever mission of its kind with such a representation of agencies.
Apart from working with the UNCT and UN staff participating in various Programmes Aid Partnerships groups, the mission also included meetings with senior Government officials, bilateral and multilateral donors to brief them about the status of the implementation of the One UN Initiative, as well as to exchange views and advocate for the One UN Resource Framework.
“This is an exciting moment in the UN where we can be delivering as one” said Karin Hulshof, Director of UNICEF Programme Funding Office, speaking on behalf of the delegation. She added: “This is a great opportunity where our expertise and neutrality as the UN family, can be put together in mobilizing mechanisms that will strengthen the nation’s capacity to achieve the Millennium Development Goals”.
The Resource Framework provides the basis for implementation of one of the recommendations from a report by a panel of current and former world leaders known as the High-Level Panel on UN System wide Coherence, tasked to examine ways to strengthen the UN’s ability to respond to the challenges of the 21st century. The panel called for a “unified United Nations” at the country level with one leader, one programme, one budget, and where appropriate, one office.
The ultimate aim of the “One – UN” Initiative is to deliver development results and reduce duplication and transaction costs so that the United Nations, building on the strengths of the different Agencies, can use resources more effectively to support partner countries to achieve their development goals. Mozambique is one of the eight pilot countries of the implementation of the UN reform with a view for the UN family to deliver in a more coordinated and efficient manner.
