Communicating as One

The ‘fifth’ one - communication – was not specifically included in the High Level Panel report. Howver, recognizing the importance of communication in a time of change and the critical function a formal joint UN communication structure will play in the UN Reform process, the UN Communication Officers Group in Mozambique has developed a One UN Communication Strategy that can more effectively pool together its resources and talents in the area of communication.

The Communication Strategy is addressing the internal communication within the UN family as well as externally with Government and development partners as it is imperative to present a more cohesive public image which also reflects the complementary roles and expertise of each agency.

The overall goal of “Communicating as One” is to provide a framework for speaking in a unified voice on how the United Nations in Mozambique contributed to poverty reduction by supporting national development goals

Role of UNDP in Delivering as One in Mozambique

UNDP plays a central role in operationalising the “Delivering as One” concept in Mozambique, together with all UN agencies in Mozambique.

UNDP leads four of the eleven Joint Programmes developed under the “One Programme” and manages the “One Fund” as Administrative Agent. To deliver the present UNDAF, UNDP is a lead agency of the Governance Pillar, one of the four pillars of the present UNDAF.

Finally, from an operational perspective, UNDP chairs the Operations Management Team (OMT) and is actively involved in various working groups where representatives from all involved parties look into the implementation of the best options for the UN regarding “One Office/Common Services”, addressing issues such as streamlining Information and Communication Technology infrastructure and tools to better support a seamless cooperation across agencies.
