To accelerate the UN Reform, the SG appointed a High Level Panel in September 2005, to look into, and make recommendations on improved UN system-wide coherence. The UN Secretary-General’s High Level Panel on System-wide Coherence recommended in its report submitted on 9 November 2006 actions to ensure a more coherent and effective UN system that works as “One”.
Four areas of emphasis have since been identified as part of the UN coherence agenda, specifically: (1) One Programme; (2) One Budgetary Framework; (3) One Leader; and (4) One Office/Common Services. Since the issuance of the recommendations of the High Level Panel, a number of programme countries have come forward with expressed interest to pilot efforts that will enhance UN performance and coherence at the country level*.
After being designated as one of the 8 pilot countries for the One UN Initiative, the UN family in Mozambique has made significant progress through a process involving intense internal consultation within the UN country team, with the Government of Mozambique, Development Partners and UN Head Quarters. This process has accelerated consensus building on key UN instruments, such as the terms of reference and new core management principles for the UN Country Team or the joint resource mobilsation strategy.
In Mozambique, the UNCT opted for the all-inclusive model with active participation of all resident and non-resident agencies present in Mozambique. This is clearly illustrated in the development of the new Joint Programmes, submission of proposals for the MDG-Achievement Fund and the NRAs participation in Extended CMT meetings.
Under the chairmanship of the RC, a five person Task Force comprising representatives of the UNCT, the Resident Coordinator’s Office, the Programme Management Team (PMT) and the Operations Management Team (OMT) has been established to steer the process in close consultation with the UNCT. In addition, the Communication Working group have been revitalised for greater involvelement in the design of the ”Delivering as One” initiative.
The master document for the One UN process, ”Delivering as one: Operational Plan of the UN in Mozambique (2007-2009)” outlines the vision for the Delivering as One UN in Mozambique and how this vision is to be achieved, through implementation of the “Four Ones” .The document is currently being reviewed by the Government of Mozambique.
