To accelerate the UN Reform, the SG appointed a High Level Panel in September 2005, to look into, and make recommendations on improved UN system-wide coherence. The UN Secretary-General’s High Level Panel on System-wide Coherence recommended in its report submitted on 9 November 2006 actions to ensure a more coherent and effective UN system that works as “One”.
The vision is an empowered and accountable Resident Coordinator, with the competencies and authority to guide the development and management of the UN in Mozambique and speak with one voice on behalf of the UN and supporting Agency representatives leading agency specific representation in-country, while exploring opportunities for clustering of representation where more effective and efficient.
Under the 4 UNDAF pillars on Governance, HIV/AIDS, Human Capital and Economic Development, focusing on a sub-set of selected, strategic UNDAF outputs, 11 joint programmes have been identified. Together the 11 JPs constitute the One Programme.
The One Budgetary Framework provides a consolidated picture of the UN resource requirements for the UNDAF 2007-2009 in Mozambique. The Framework shows the UN’s aggregate planned resources and funding gaps identifying each UN agency’s planned input linked to expected outcomes in the UNDAF 2007-2009.
The vision is results-based management system, with integrated support services, under which all agencies share joint premises and common services, wherever cost–efficient, with an aim to ensure efficient and effective delivery of operations support for programmatic activities of all agencies in the country.
The ‘fifth’ one - communication – was not specifically included in the High Level Panel report. Howver, recognizing the importance of communication in a time of change and the critical function a formal joint UN communication structure will play in the UN Reform process, the UN Communication Officers Group in Mozambique has developed a One UN Communication Strategy that can more effectively pool together its resources and talents in the area of communication.
The vision for Delivering as One in Mozambique is of a unified United Nations presence that speaks, acts, and delivers as one. The overall goal of Delivering as One in Mozambique is to ensure the delivery of concrete results in support of the national development objectives and priorities through a more coherent, better coordinated, funded and managed UN.
