3. Strategies

  • EPAU operates using the following broad strategies: (i) Capacity building of GoM institutions in effective policy planning and coordination of external assistance; effective execution of the MDGs and other pro poor policies; (ii) Knowledge management through capturing and systematizing relevant practical experiences, lessons and approaches and sharing this knowledge at appropriate moments with targeted beneficiaries in formats that they can easily use; and (iii) Policy analysis and advice on the fundamental macroeconomic issues relating to poverty reduction in Mozambique.

Specifically, these strategies shall be effected through;

  • Strategic and policy analysis support to the programme section of the country office as part of the team-driven process towards further upstream-orientation of UNDP support projects and programmes.
  • Analysis of development opportunities and constraints in the six focus areas of UNDP, particularly in support of the country office policy dialogue with the government and other partners, and provision of advisory services.
  • Development, delivery and mainstreaming into national development initiatives of specific policy instruments and services, notably, PARPA (the country’s PRSP), National Human Development Reports, Millennium Development Goals Reports (MDGRs), Socio-economic Briefs, as well as CO´s-wide and thematic interventions.
  • Monitoring of PARPA and progress towards the MDGs.
  • Support to aid/donor coordination. This also involves participation and facilitation in Government/Donor policy fora EPAU participates in various Working Groups especially the coordinating ones (the Development Partners Group (DPG), co-chaired by UNRC and the World Bank, the Economist Working Group, Performance Assessment Framework (PAF) Coordination Group, etc) and coordinates UN(DP) inputs in these consultative processes.
  • Operational research that reinforce the development of UNDP/UN policy tools and services.
