The strategy adopted in this area is to provide financial and high-quality technical support to consolidate and build on the gains made to-date in helping the Ministry of Planning and Development to gradually build a national PARPA monitoring system which will ensure that all key performance indicators identified in the PARPA strategic matrices are adequately monitored and reported on.
The approach taken is to support MPD to coordinate the M&E system development process at both sectoral and local government levels. This will involve working with the sectors and local governments to ensure that proper mechanisms are in place to produce key PARPA and MDG monitoring data, and validating the quality of this data. It will also involve the rolling out of a database to all relevant institutions so that they can track their annual plan implementation and PARPA and MDG indicators.
Additionally, the GoM will be supported to strengthen its external aid coordination capacities so as to be able to better source external support and to better manage and harmonize the support once it is provided, thus reducing transaction costs and increasing levels of efficiency in the use of external aid.
The expected outcome is Increased quality of public policy development, planning/budgeting and monitoring and evaluation processes.
