The project supports the Government's ICT Policy through support to the implementing technical unit in the Ministry of Science and Technology.

What is the project doing?
Over the years the UNDP Mozambique Country Office has been involved in supporting the more effective use of Information and Communication Technologies (ICT) in development processes. The Government, with the support of UNDP, approved the Information and Communication Technology Policy Implementation Strategy in 2002. The ICT Policy defines six priority areas:1) education, 2) human resource development, 3) health, 4) universal access, 5) infrastructure, and 6) governance.
How is this being achieved?
In order to implement these national projects and monitor and oversee their development, UTICT was created to the Ministry of Science and Technology. This unit has been given the mandate to oversee the implementation of the ICT Policy Strategy and act as a backstopping unit in the rolling out of the e-Government related services.
The UNDP support to UTICT has been ongoing since the year 2007 to date, and it has surpassed the initial focus area of 3 provinces and is now in every province and in several districts across the country.
Under UNDP’s support, UTICT launched several Provincial Digital Resource Centers (CPRDs) at provincial level and Community Multimedia Centers (CMCs) in selected districts to capacitate government and NGO officials in ICT skills.
The project has also been supporting the government’s portal in order to ensure the provision of government information such as sectoral strategies and plans of action, contributing to increased citizen’s access to government information and services.
Why?
The support to UTICT project is crucial as this unit plays a critical role in the overall Implementation of the e-Government Strategy. Information & Communication Technology is an enabler to development and thus this support seeks to strengthen the government’s capacity to enhance service delivery and contribute to the development of Mozambique.
MDGs supported:
Information Communication Technology is an enabler to development and cuts across all the Millennium Development Goals. However, Goal Number 8 on developing a global partnership for development is critical in that it is through closer cooperation between the North and South will we be able to overcome the existing digital divide.
Who are involved?
The project is fully supported by UNDP funds and is being implemented by UTICT at the Ministry of Science and Technology. The project has in previous years also benefited from support from the Government of Italy.

The project is located in Maputo where the head office is located. However, some key technical project staff are seconded to the Provincial Digital Resource Centers in the provinces as well as Community Multimedia Centers in the districts.
