What is the ART Initiative?
ART (Support to Territorial and Thematic Networks of Human Development Cooperation) is an initiative of the UNDP which, in the framework of international cooperation, seeks to coordinate programmes and activities of various actors, including United Nations agencies, through establishing a global cooperation mechanism that links regional, local, national and international actors. Thus a new type of multilateralism is promoted which favours the active participation of the local communities and of social actors of all the countries involved. ART thus contributes towards a better coordination of development aid in line with the Paris Declaration and with the European consensus on the Effectiveness of Cooperation, as well as in compliance with the Millennium Goals.

What is ART-PAPDEL doing in Mozambique?
The ART approach in Mozambique is based on complementing current decentralized planning and financial management processes in in the country. This is done by using a Local Economic Development (LED) focus in strategic and participatory planning in order to encourage rural development as the process of improving living conditions and pro-rural transformation of the pattern of wealth creation and accumulation.
ART-PAPDEL’s strategy foresees the strengthening of technical, human and institutional capacities in local economic development at the different levels as well as an active and efficient coordination amongst LED actors.
How is this achieved?
At the local and national level, emphasis is centered in strengthening institutions relevant for local economic development, such as Local Economic Development Agencies; including the approach into local planning processes; promoting and supporting business initiatives; establishing local coordination mechanisms; establishing knowledge in LED management system as well as drawing up and approving a LED Strategic Plan.
At the international level, the programme include participation in/or organization of events in order to draw together the LED actors in dynamic networks of knowledge in the spirit of South-South, North-South and South-North cooperation.
National Management
ART-PAPDEL is coordinated nationally by the Ministry of State Administration, through the National Directorate for the Promotion of Rural Development (DNPDR) within UNDP National Implementation Modality.
The National Coordination Committee, is chaired by the Minister of Planning and Development and includes representatives from the Ministries of Foreign Affairs, Education and Culture, Science and Technology, State Administration, Finance, Agriculture, Industry and Trade, Public Works and Housing, Tourism, Fisheries and Labour; as well as UNDP and the Spanish Cooperation.
A National Working Group was establish in 2009, integrated by representatives of relevant ministries and other state entities, higher education institutions, economic associations, ANAMM, among others.
Local Management
The implementation of the Programme in the Provinces of Nampula, Cabo Delgado, Gaza and Inhambane is insured by the Provincial Planning and Finance Directorates, through their Departments for the Promotion of Rural Development. The Programme is also enhanced and strengthened by the establishment of Local Economic Development Working Groups at the Provincial, District and Municipal Levels, as well as specific Thematic Working Groups.
Why support Local Economic Development?
In Mozambique, Local Economic Development (LED) is clearly crucial and needs to be further developed. However, there are few LED activities supported by donors in few provinces and some local development initiatives. These have little impact because of the lack of coordination. The harmonization of the different development approaches and initiatives in the regions through ART-PAPDEL Mozambique as well as the sustainability of the program are one of the main challenges for 2010.
Women and Economic Development
ART-PAPDEL supports women to reshape conditions at both ends of the economic spectrum — from boosting women’s participation in economic policy-making to supporting efforts to provide women and their communities with practical skills needed for securing sustainable livelihoods. The programme is working in women’s entrepreneurships and its classification and study according to their economic logic and potentiality; development of women’s empowerment as well as technical and organizational development capacity building.
MDGs supported:
ART-PAPDEL contributes to the achievement of the Millennium Development Goals, especially MDG 1: eradicate extreme poverty and hunger , MDG 3: promote gender equality and empower women and MDG 8: develop a global partnership for development . The programme is supporting the European Project “Centre for MDGs”.
Location:
ART-PAPDEL aims national coverage. So far, it has been implemented in four provinces: Gaza, Inhambane, Nampula and Cabo Delgado.
