The new district planning and budgeting programme approved last year with UNDP’s support, and the District Consultative Council model as well as tools and processes which UNDP, in partnership with UNCDF, put in place nearly 13 years ago, was adopted in 2011 as a national model for all 128 districts;
Common funds has been established, contributed to by development partners, to ensure the establishment of the national model in all districts, and the national knowledge management framework has been set up to capture information and experience of all districts. In UNDP supported provinces, gender advisors have been instituted, providing technical support to all districts in their planning, budgeting and reporting processes.
In the effort to foster better public service delivery and financial management under the programme for decentralization and integrated local development, a partnership arrangement was formed between the Mozambique's national institute for public services (ISAP) and the Brazilian Institute for public civil servants. This is meant to share technical expertise and experience in strengthening the capacity of public services.
A programme was formulated and approved to provide multi-year support for elections, with very strong focus on gender and women's empowerment, linking Portuguese speaking countries (PALOP). Elections-related expertise, experience, technology, and solutions will be shared among PALOP countries and East Timor with the objective of strengthening the capacities of Electoral Management Bodies and increasing women's political participation.
With the support from UNDP, European Union and other UN agencies the Government approved its first national Human Rights Action Plan. The Plan's adoption coincided with the investure of the members of the newly established Mozambican Human Rights Commission, whose appointments took place in 2011.
