Delivering as One

In 2006, the UN Secretary General’s High Level Panel on System-wide Coherence, which Prime Minister Luisa Diogo from Mozambique co-chaired, made recommendations, which led to the Delivering as One reforms.

In 2007, the Government of Mozambique agreed that Mozambique should be one of the eight pilot countries for Delivering As One. Subsequently, the UN Country Team developed a range of mechanisms and structures to move forward, including the finalization of the Delivering As One operational plan and start-up of the “five ones” (one programme, one budgetary framework and one fund, one leader, one office/common services, and one voice).

The UN system is called to become more coherent, efficient and effective, and achieve greater impact when responding to national development priorities.

The major elements towards greater coherence are

  • joint programming,
  • common services, and
  • harmonized business practices.

Delivering as One through Joint Programmes

UNDP has played a critical role in Delivering as One efforts, both within Joint Programmes and through working more closely with sister UN agencies in all of its activities. The joint work for the new UNDAF marked the year 2011. For futher information kindly follow the links after the project titles.

Common Services

Except supporting the UN Resident Coordinator system and her office, UNDP Country Office provides various common services to other UN Agencies in the country.
